Tom Budd is the creator, designer, and principal architect of UNA. He is a veteran and systems builder with more than twenty years of experience in regulated industries and operational leadership.

Tom founded ResoVerse after living the problem the company addresses: fragmented tools, lost context, weak continuity, and important decisions that people cannot reconstruct. His work combines operations, AI architecture, governance, evidence engineering, product design, and interdisciplinary research.

His purpose is to build technology that expands human and institutional capability without quietly taking away judgment, ownership, responsibility, or voice. ResoVerse is based in San Diego and is veteran-owned.
